Bore size is the inside diameter at the 1st valve, or somewhere around there. This number, along with hundreds of other variables, are generally useful for instrument designers when discussing the balance of a particular instrument's design. The number is practically useless for the average joe musician trying to find a quality instrument.

Are larger headlights on a car brighter?
Are larger bullets in a gun more accurate?
Do larger grapes taste better?
Does a larger sailboat go faster and win more races?
Will a larger scalpel perform better in surgery?

If your goal, as a musician, is to own a larger bore instrument, then hunt for horns with large bores. If your goal, as a musician, is to own the heaviest tuba, then purchase a heavy tuba. If your goal, as a musician, is to own the best sounding and performing instrument, then look for instruments which sound best and respond to input best.
