I've purchased numerous instruments on eBay including a St. Pete tuba and a Holton french horn. Those two instruments were excellent. Had a phone conversation with the owner of the St. Pete before completing the bid and purchase. You might try asking for a contact.
Also support what Chuck said. I've gotten some really poor condition instruments as well as superior ones. Good luck.
