I have found over my 30+ years of teaching that it tends to be the lower lip that causes the double buzz. The upper lip iis set to buzz the desired pitch and should be relatively stable but if the lower lip is set too soft it will oscillate at a lower partial than you are requesting from the upper. Most often the lower lip will vibrate an octave below the upper lip causing all kids of weird sounds to appear.

Try firming the lower lip when this creeps into your playing and you should see a difference very quickly.
