Practice Bordogni studies down the octave. Don't just aim to get the notes out, play them as MUSICALLY as possible. Pay attention to all of the things that you would if you were playing them at pitch ie. phrasing, intonation, sound, etc. When you can play these studies as well down the octave as you can at pitch, then you'll have a developed low register!
