I too have been subjected to some less than ideal high school band situations. As crappy as it is, it is too often the nature if the beast. Consider this, however, I don't know what year you're in, but for the amount of good it would do, there is litle point in rioting and p***ing off someone who may by able to share some valuable contacts should you decide to pursue music after high school.
Band directors, no matter how dumb they mey seem usually (stress usually) have some other motive behind their decisions than what is apparent. (Not towards you, but parental pressure, yadda, yadda, the stuff they don't tell you.)
Besides, the only way it affects you is that you lose out on some playing time. If he getts ragged out by an adjudicator it's his problem. Practice some solo stuff to help with a University/College audition if that's your plan. The folks at Univ will be more impressed with a great audition than with an extra performance on your music resume.
Above all, perservere, and play your best, even if you don't like the guy who's waving his arms in front of you.
