I agree heartily with this recommendation. I work them in the octave written, down noe octave and then down two octaves. The reason this is so beneficial is that your body teaches itself how to conserve air in the extreme low register and eventully you can play in thqt register with the same phrasing, legato style, and even vibrato. Work with a tuner to make sure of your fundamentals. It doesn't help to learn to play in that register if you're out of tune in the process.
It should be noted that I believe that we all are discussing the three volumes for Trombone of the Rochut/Bordogni Vocal Studies, not the Tuba versions.
