I know that Matt and Dillon's have good ties with UMI and they get a lot of the new horns first. I bought a Conn International 97J from them about a year ago. It has a few nice features not available on the equivalent Cerveny and cost about the same or maybe a little less. I too wonder about the "Available only in Europe" issue too, but it seems that Dillon's can get them here. I don't know if any other stores have access to these.
I also know that Matt has been very busy lately with repair/customization work and hasn't had much time to sleep, let alone post to the board.
