Any of the things you suggest could be done. The question is would it be worth it? Even if you bought the parts, a new valve set, a fifth valve and tubing (assuming that you could find one that would work), and a new leadpipe, and then did the work yourself, the cost of materials alone would be more than the cost of selling this horn and buying what you want.

On the other hand, there are a few improvements that you could do for relatively little. You don't mention what you don't like about the valves, but doing a "valve job" on them would only be a few hundred $ and could smooth out the action. Also you could replace the linkage for a few hundred bucks (or less if you did it yourself) with good uniball linkage. The total cost would be less than the $4-$5 grand that it would cost at a minmum for 5 valve cc tubas.
