The Bbb in the bar mentioned causes the note to "sound" a bit flatter than an "A" natural would.

On a piano, this makes no difference. In the orchestral score, the same effect is probably wanted, thus writing a Bbb makes sense.

Studying the Vaughan Williams makes for a good topic on the BBS. There are several differences from the original score to the published part. I believe changing the published solo part makes the solo that much more enjoyable. There are differences in all three movements, some note changes and some articulations and some phrasing changes, from the publication put out by the Oxford University Press.
