If you're dealing with a silver finish, you might try a special polish. It's strictly cosmetic (one molecule thick) but here's a way to fill in some of those scratches and bare spots. Check the "plating supplies" category for "Silversmith".
Light scratches in silver can be buffed out using a jeweler's cloth.
Deeper scratches on a brass finish will require a buffing machine (or high speed electric drill) with a cotton buffing wheel charged with somehting like tripoli or white rogue. You can get those at the site below too.
