I composed a tuba concerto a year ago. The key to composing a tuba concerto versus a violin concerto is being aware of the accompaniment of the solo. The tuba's pitch range and quality of sound can cause balance issues if there are too many other instruments playing with it.
As with concertos in general try to use the other orchestral instruments to their full advantage. A contemporary concerto I really like is John Adam's Violin Concerto and I would suggest listening to concertos for various instruments especially Brahms's Violin Concerto and Piano Concerto No.2.

There is a small audio clip of my tuba concerto on my web page.
