I agree that the playability of the piano reduction is an important feature of the work, but I strongly disagree that this should influence anything you write for the orchestra if you consider the piece to be first and foremost a concerto for tuba and orchestra. Since you will be doing the piano reduction yourself (many earlier composers of frequently performed concerti did not have that opportunity), you can edit the part to your liking. Basically, I'm advocating altering the piano part rather than the orchestra part because it sounds like you are composing the piece as an orchestral work, and you don't want anything to get in the way of your creativity (if, on the other hand, you are writing out a keyboard part first and then expanding it, you can disregard my advice).
