It's not hard to estimate the volume of a tuba; it's mostly conical. The volume of a cone is one third of its base area times its length. In this case the "base area" would be the area of the circle where the mute would contact the bell if you removed the cork strips. If you really cared about a more precise answer you could measure the amount of water needed to fill it.
