Your right, Bryan..it looks a lot like the HB 21, but it doesn't have the pitch problems you mentioned. The only downside I can see is the slightly tight low register which is still not that bad.
Perhaps someone like Matt Walters or Mike Russo can enlighten us on the design of the instrument and if it was intended to be a copy of something else.
