I've just listened to my recording of the Romance for Harmonica and Strings with the Academy of St Martin in the Fields accompanying Tommy Reilly on solo part. The verdict, there is absolutely no way that this piece has any musical connection the tuba concerto as they sound completely different! Different mood, different tempi, different orchestration and different harmonies (the Harmonica Romance is far more chromatically inclined). As far dates, Romance for Harmonica and Strings was penned in 1951, barely two years before RVW starting to write his tuba concerto.

I don't what piece you listened to ken, but there is no way the tuba romance can be likened to the harmonica one.

PS The Romance for Harmonica and Strings is quite a lovely work and is worth a listen!
