The most obvius, and probably the cheapest, way to go in you situation would be to take advantage of options the PT series of mouthpieces offer.

They come in 4 different stem sizes for each model. I can not find these documented on the net. But I have seen them in a catalogue and have discussed them on the phone with Bob Tucci, who is quite in the know on that topic. There should be a US importer, that can help you out..

The benefit of letting the alteration happen at the mouthpiece level is that you can save a historical tuba intact at a very crucial point of its design.

If you still have problems with flatness, you should talk to a competent repairman specialiced in tubas about having the main tuning slide shortened.

I am a PT-fan myself. I use the same PT-50 (with a opened up backbore) on all of my 4 Eb and BBb instruments. Withour experiencing any flattness.
