No horn plays perfectly in tune. Sure it may play every chromatic pitch at exactly the right spot at A=440 (as far as I know such a horn does not exist), but if you play it with a trombone section you're going to have to adjust the pitch. Why? Because you're playing chords or other harmonies. Unless you're playing the root of the chord every time, playing the pitch right at where it's centered on A=440 isn't going to do it - you have to adjust to make it in tune. The same holds true for playing with piano, quintet, orchestra, or even by yourself. Sorry to take up space with this, but I don't think tuba C could ever exist, unless it were to somehow 'hear' the pitches around it and automatically adjust itself so that the performer would play his/her note in tune.
