Imagine being the oboist, trying to tune to another instrument's pitch, but for whatever reason that day, the reed just does NOT want to play at the correct pitch. Then what? Waste the rehearsal constructing a reed that'll play in tune that day (and, in the process, throw out five that don't), or just let the "That oboe is so out of tune..." comments roll off your back?

It's like blaming a vibraphone for playing out of tune to a trumpet. Many instruments can be adjusted, but some can't, and those are the ones that should give the tuning pitch. Everyone else can adjust to match.

To me, honestly, directors who say to "tune to the tuba(s)" are actually trying to get the ensemble to balance with the tubas -- whether those directors know it or not.
