My opinion is that proper proportion wins out every time. A small tuba with the optimal leadpipe will be precise and give a good sound with not a lot of air needed. The larger tuba generally needs a larger bore size to match the instrument for it to perform optimally. The degree to which this holds true is affected by whether the instrument has rotors or pistons (a piston instrument does not need as large a bore due to airflow characteristics) and by the playing characteristics of the person playing it. I feel that a too-large or too-small leadpipe can ruin the qualities of any instrument, the too-small bore resulting in poor sound output and the too-large bore being too difficult to manage, intonation-, response- and air-wise.
