Well... This is an intresting question, and I just loves intresting questions.
It really sort of depends on a few different things, where you are in the
country and world for that matter, and who you are talking to. If you find
yourself in a group of brass players, you'll probably hear a lot of, Chicago
this, New York that. If you talk to woodwind players(but who would), you'll
hear more Cleveland, Boston. So with all that said, my personal feelings.

The most underrated orchestra in the world is: The Boston Symphony.
The most underrated tubist in the world is: Chester Schmitz(Boston).
The most underrated low brass section: Boston Symphony.
(the above are my own Louisville KY opinion)

But there are so many other equally incredible groups:
LA, Philadelphia, Cleveland, Pittsburg, Dallas, Houston(yes!), Cincinnati,
San Francisco, not to mention all of the other orchestras that just happen
to be on the other side of that pond we call the Atlantic Ocean. Really,
when was the last time you heard some college brass players say,
"Wow, the Vienna Philharmonic brass section is incredible!!!"(which they are).

Well, enough on this.
