I have a CB50 and noticed the same thing about the above the staff D; however, it is high enough that I can just alter my embouchere to bring the note into tune. As for the horn being a little short, I am a rather tall person, but I don't have trouble with the horn. I have learned that the secret to holding the horn properly is to fit it to you, not vice versa. I see many tuba players that twist themselves into all kinds of awkward positions so they can set the horn between their legs, straight up and down on the chair. I hold my horn on my legs, and can be comfortable without having to hunch over.
