Rick is fully right in his viewpoint, that decent low-priced instruments should be available.

The problem with the St. Petersburg is, that it is given to a lot of kids, that have neither the experience, nor the attitude, to treat it with the necessary care.

I tried out a one year old, very well kept specimen with the German lever system. The valves had been honed as part of the process. Their action was very vivid with almost too much rebounce from the neoprene stops.

No, I did not buy a St. Petersburg for one specifik reason: The narrow leadpipe made it impossible for me to take benefit from the rather large bore. This bore figuration has been satifying other players.

So in the right hands it can be a good buy. The St. Petersburg should just not be marketed as the right thing for schools.
