Graduated bore means that the bore increases in size from valve to valve. Most just have a larger fifth valve (if that valve is downstream from the fourth), but the true graduated bore will have a range of bore sizes, increasing through the valve body.

Increase bore size at each valve somewhat de-optimizes the open bugle because the bore changes in steps instead of tapering conically. But it improves the horn when the valves are depressed by reducing the length of cylindrical tubing at a single bore. It's a means of balancing the horn's scale and making the sound more consitent in relation to the ideal conical bugle.
