The two I am most familiar with have both been recommended by previous
posters. The Gregson (IMHA)is the best of the bunch as well as being the
most difficult. There is also a wind band arrangement of the VW available
(through whom I do not know). If you wish to hear a fine recording of
Gregson with wind band, check out CAPRICE recordings # CAP 21414, The
Stockholm Symphonic Wind Orchestra with Lennart Nord on tuba. A very
nice recording. The Hartley "Concertino" is published by Theodore Presser
and I am sure they have a website. The best suggestion I could give you is
to refer to the TUBA SOURCE BOOK. It will provide titles, times, publishers,
difficutly and general info on each concerto.
