The 4 valve King Euphonium is made to be able to use in the traditional fashion or you can tune the fourth valve to give you a good in tune low E flat. This does necessitate pulling the third valve tuning slide for low C and B natural just as a trumpet player would do. The King euph has a spring loaded third valve for this purpose. Also, when you tune the fourth valve to an E flat this way it gives you enough tubing to play the low BB natural, without using a compensating system or a fifth valve.
I would imagine a tuba could be set up in the same fashion. You could use the first valve tuning slide (intead of the the third valve slide) to tune up the 1&3 C and the 1,2&3 B natural. And this way you would have better intonation in the low fourth valve register.
