I don't know if they're the least expensive, but the Pro-Tec bags are very good at a reasonable price, (in the New York area, at least). If I remember correctly, they only had two sizes when I bought mine. I think it was one for bells under 20" and another for 20" and above. That was a while ago, however. They're well padded and have several storage pockets at the side.
