When rotary valves are sluggish there are multiple factors possible. It is essential to find the precise culprit(-s).

Whether the action of the rotors is effective can be checked by unmounting the linkage to the lever system. I do not know the term, but you will have to unmount the heavy brass knob pushed over the long end of rotor axis. If you then can spin the rotor by means of your fingers, then the rotor is balanced correctly in its bearings. Else you will have to take action as described in another reply.

While the lever mechanism is unmounted from the rotor end, you can try to pull the linkage. If there are any stiffness of cracking sounds, then you will have to oil and/or adjust the tightness of the adjusting screws.

Dryness of the axis through the paddle bearings can also cause bad action. Oiling should help.

These are the factors I would optimise before blaming the springs.
