For that matter, Tchaikovsky wrote for tuba in each of his first three symphonies, and made extensive use of the tuba in Swan Lake, a relatively youthful work. I believe these all of these pieces predate Bruckner 4th, HIS first use of the tuba.

A conductor (of all people) pointed out at a children's concert (of all places) that Bruckner's 9th, Tchaikovsky's Pathetique, and Debussy's Prelude de l'Apre-midi d'une Faune were written within about a year of each other. I believe 1894. Caused quite a stir among the 4th and 5th graders.
