To EVENLY remove the tarnish from this un-even surface, you could use that (very sulfur-stinky) liquid silver dip that turns "black" silver to "white" (clean, but not shiny). If the tarnish is not bad, you could skip this step.

Once that step is done, you could go back with some polish product (Try an aggressive one, like a tub of Wright's Silver Cream and cut it with dishwashing liquid.), shine up wht instrument with a soft sponge or your bare hands, hose all of that stuff off of the instrument (outdoors) avoiding valve felts and the bell interior, and pat it dry with a soft towel. Finally, you could go over the few "bright brass" areas with a silver shining cloth such as (blue colored) "Glo-Cloth" or one of those more expensive two-layered cloths.
