ohio has a lot to offer in the world of tuba. it's great that you're interested in marching band, but don't let that be your main decsion making factor. ohio state is a great school with a great teacher, ou is a less than great school with a great teacher. tucker jolly at akron is wonderful, and it's a sold school. velvet brown at bowling green is also great. bg is a pretty well rounded school with good bands, both concert and marching. miami u. is also a pretty good school with a good teacher... don't forget about cim or oberlin, if that's your sort of thing.
bowling green and akron are probably the two most "well rounded" schools. both have top notch teachers and great overall programs. but that's not to say that there aren't plenty of other wonderful schools here...
