The German edition has all the notes correct--the Hofmeister edition "Konzert für Tuba und Klavier" 19 is C flat, 63 should be B flat [Hofmeister missed that, in 60 the full score has D natural on the third sixteenth of beat 3, 90 is as you said.
I performed this in April with the Concert Band transcription available by Band Music Centre in Enschede, the Netherlands----score and parts [with a terrific 4 bar intro] can be ordered throught Shattinger Music in St. Louis----playable by high school and definitely college bands. The solo part with the band set has tons of mistakes so use a fixed Edition Musicus or the Hofmeister with the one correction in 60 [64 in their edition due to the 4 bar intro.]
