Get Phil Snedecor's Low Etudes for Tuba book. If you still have problems after getting through that, Wesley Jacobs also has a highly recommended low etude book. It's just like anything else; you have to do it a LOT to become proficient. After that, you have to keep paying attention to it, or you lose your edge.
As a last resort, write out the notes in magic marker on some flash cards, and get a freind/girlfriend/spouse/parent/neighbor/postman/whatever, to show them to you. Or show them to yourself while you're waitng on your next entrance in Bruckner's Second Symphony.
