I agree that the EEb term has no real meaning. But the BBb and CC were based on a system of designating octaves, and therefore define those tubas as being contrabass tubas rather than tenor tubas. For example, a CC tuba is always a contrabass, but a French C tuba (called just that) is a tenor, an octave up. But even in that old system, Eb and F were just Eb and F.
