Lacquer removal has come up several times before, so the archives would be a good place to look.
Some think that bare brass has a slightly brighter sound than lacquered, but I don't think the difference between old air-dry lacquer and bare brass is audible to human hearing. Some of the thick epoxy lacquers might dull the sound some.
Once you've got your lacquer stripped, try using some Mr. Metal to get it cleaned up. It works pretty fast and can get through some real grunge. Then let your horn develop its own all-over patina.
