I don't know for sure, but I assume that it is just there to help remove the slide for maintenance. There is really no practical way to use the second valve slide while playing, at least on my rotary horn. Without the ring though it appears that removing this slide would be a bear, because it is so tightly wrapped and close to the horn that there would be no way to get a grip on it. For what it's worth, my second valve slide is always all the way in on this horn. The E and A natural fall right on with the slide in, and there are no other valve combinations that would require me to pull it, even if it were practical.
