Consider this:
1. Lacquer wears more quickly than silver (I realize that this is an oversimplification and very broad generalization - it depends on the type of lacquer and the thickness of the silver plating among other factors), and thus a horn would not need to be resilvered as often as relacquered.
2. If you get a dent in your horn and have it removed - silver bends with the brass, lacquer will crack.
