It is a recitative, so it shouldn't necessarily be metronomic. This is a good excerpt, I think, because it requires you to demonstrate some interpretive skills. I wouldn't go so far as to make it seem like a cadenza, but feel free to allow some dramatic silence between ideas.
Although I don't condone the idea of presenting an aural xerox of what Gene does, keep in mind that the man does have some experience at winning auditions!
