Try this:

Transpose the lick up a fifth to C minor. Don't bother writing it out. It is an easy transposition, especially if you know your minor scales. If you don't, now is a good time to learn them! Practice the lick in C minor until every detail is exactly the way you want it. Once you have mastered C minor, move down a minor second (B minor). Continue this process until you get to the original key of F minor. THEN, continue down to C minor starting on pedal C! If you can play the lick a fourth lower, then the original key will be a breeze.

Make this a part of your daily routine and be patient. This in not a quick fix. Approaching the excerpt this way might take weeks or even months. What you are doing here is using the excerpt as a means to enhance your low register. Remember that nobody is holding a stop watch on your progress. Take your time and savor your progress.

Try this technique on any passage with range issues. For upper register work, simply flip the process upside down.
