If you've got a bulletproof flight case, like a Walt Johnson, ship it via Amtrak to them that way and have them pay return shipping for the case, either with or without the horn in it, depenting on the results of the trial.

If you do use a WJ flight case, tie the latches down after closing with cable ties or twist ties--keeps 'em from getting mashed up.

I've shipped several tubas to buyers (and had several shipped to me) this way with absolutely no problem.
