St. Petersburg tubas are notorious for leaks, either in their solder joints, or between the rotors and casings, and these leaks can detune the resonances, making notes hard to center (some notes more than others). In my experience, heavy oil on the rotors seals the rotor leaks better and makes the horn play better(for a while).
As pointed out by others, tighter springs could be holding the valves into alignment better than looser springs, but this is difficult to check, because the St. Pete. valves I have seen have no marks on the spindles or back plates to show correct alignment.
