You are right. I see now that he is most likely refering to a piece of the stem in the valve. On school horns and those that I have an exact replacement stem, I have done the glue in the piston to shut of the rattle. Otherwise, I drill out and tap for the larger King stem. The new larger hole will let the piece of stem come through. Still cheaper than a new valve.
