The college not owning a CC tuba does not equal a student being denied access to a CC tuba. Furthermore, lack of access to a CC tuba does not equal the student being held back.

There's nothing that can be played on a CC tuba that can't be played just as well(or better) on a BBb. Same opposite holds true, as well. If a student absolutely must play a CC tuba, than they will find a way. I can't think of any situation where a CC tuba would be imperative, though.
