The easiest thing to do would be do bring up the "Instrument -X- is less expensive than the 641." So far, it seems like it's working with my director. In the case of a CC, try to demonstrate how it is more fleixible than the 641. Also, get him to see how having at least one available encourages other students to understand different fingerings in different keys (if trumpets can do it, why the h*ll can't we?), as well as being able to show the variety of playing characteristics in the horns. Personally, I prefer the BBb sound to that of a CC, but when you're gearing up people to play in the pro world, you can at least allow them to choose which key they'd rather play in.

On a second note, if he still insists on BBb's, do all you can to show him less expensive and much better alternatives to the YBB-641. Various references to this can be found in the archives.
