Judging from the wheel design and the "batwing" design that the doors create when the circus cart doors are closed, I would say this is the famous Bulgarian Traveling Circus troupe "Viederstadten und Dummeldangen". They toured mostly in China and New Zealand from 1815 through 1929. They went broke due to some poor overseas investmentson that dark day in our history. The tuba player is the famous Chilean tubist Enrico "Lefty" Cruestaceo. As to the make, it is probably one of his own designs. He would take a Marzan bell, a Besson tuning slide, the bottom bow of an elephant trunk-shaping tool, etc. In any other player's hands, these instruments were terrible but Lefty had a way of making them sing. He got his nickname due to the fact he lost his right arm in a confrotation with one of the circus elephants. Apparently, the great beast took offense to his trunk shaping-tool being used for a tuba bow and the two of them had a great battle. Despite loosing his right arm, Enrico came out the victor. He pulled the elephants ears to the point they hung down very low and thus the legend of Dumbo was born!
