The 20 Hz lower limit to hearing is an average for the entire population, and does not represent the lower limit of audibility.

I once helped Dave Wilson (of Wilson Audio) set up a WAMM system at the house of a family friend (WAMMs, at that time, sold for about $80000, and represented pretty close to the state-of-the-art in loudspeaker systems). As part of the calibration process, a pure sine wave, with negligible distortion, was sent to each of the drivers, including the subwoofers (a pair of boxes, each the size of a large refrigerator, with 18" Magnet drivers), which operated from 50 Hz on down. At 17 Hz I stopped hearing the sine wave as a continuous sound, and started hearing pulses, instead. At 13 Hz the house stopped shaking.

A 20 Hz pedal tone will be audible to a substantial number of people, even without the harmonics.
