If you want to stick with euph and CC tuba, you might look into Weril for both replacements. The tuba is well under $2000, and the euphonium is under a grand or nearly so. The Weril CC is small, but it works. I can't think of a cheaper way, new or used, to get into a playable CC. If you switched to BBb, you'd have many more options. You might find a cheaper euphonium used, but you'll have to make it a class project.
