For the $400, the instrument will possibly be better-than-new, and the consumer absolutely will NOT have leaky valves. (The detachable valve section feature is something of which I was not aware. That REALLY lowers the cost, both in dollars [no need for a local repair shop] and cosmetic deterioration [zero] of this course of action.)

The key phrase "better-than-new" to me indicates (though it would be out of his pocket) possibly a good investment. I believe it is clear to all readers of this board that this make and model of tuba is probably one of the best buys on the market, but makes no pretense at being a $13K+ instrument.
