Any item that is machined will have residual metal flakes and microscopic jagged edges, a good cleaning and oiling can get rid of most of the flakes but the jagged edges wear and smooth with use.
Make sure when your playing that you try to press the valves straight down, because if you play, for example, flat fingered without even pressure going down with a piston valve tuba, the horn will be broken in to playing that way
