As a moderately tall person, I'm biased, but I thing the leadpipe should be higher rather than lower. I think it's easier to lower a tuba between your legs while sitting and still support it than to go buy a stand to a tuba that's too short.
That's of course my opinion. I know a lot of folks LOVE using stands, both to lower and raise the horn. But I'd always say err on the side of having to lower the horn.
