Of course you are right, grants have been given out for all sorts of crazy things. The National Endowment for the Arts has taken big time hits for giving out money for worthless projects, so much so that there is little funding for the arts. Problem is that there are a lot of worthwile projects, such as orchestras surviving and this would be on the bottom of the totem pole.
